Setting the "Music Toast" option to "Pause Menu and Toast" while music is disabled shows a music toast

Setting the music toast to show in the pause menu and as a toast while music is disabled displays a toast temporarily even though there’s no music playing. The pause menu correctly doesn’t display the toast during this time.

How to reproduce:

1. In the music & sounds menu, set “Music” to OFF.

2. If “Music Toast” is set to Pause Menu and Toast, set it to a different value.

3. Set “Music Toast” to Pause Menu and Toast.
   -> ❌ A toast is displayed even though music is not playing.
