Skeleton horses spawned via spawn eggs or the /summon command can be equipped with a saddle, but cannot be mounted. Skeleton horses summoned as part of a skeleton horse trap using /summon skeleton_horse ~ ~ ~ {SkeletonTrap:1} can be mounted.
