I attempted to plant carrots and seeds in dirt that had been tilled and hydrated, but it wouldn't let me. However, it would let me plant seeds on other tilled dirt, and it allowed me to plant sugarcane on top of the blocks when I reverted the tilled dirt to normal dirt.
