[MC-304247] /place in End Highlands superflat not working

When creating a new superflat world in 1.21.9/1.21.10 with biome End Highlands almost every structure that i spawn using /place shows the error message “Could not spawn structure.“.

Steps to recreate:

Create a default superflat world with biome End Highlands
Use command /place structure minecraft:end_city

Observed issues:

When using command, it gives the error message “Could not spawn structure” or “Could not place structure”. For some reason Villages and Ancient cities do still work. (i only tried those 3 structures)

Expected results:

Expected End City to spawn when above command is used.
