Ctrl+pick-blocked signs with no text place like regular signs

Steps to Reproduce:

1. Place a sign or hanging sign without typing any text

2. Ctrl+middle-click the sign (in creative mode)

3. Place that sign down

Expected Result:

The sign is placed down without the text UI coming up.

Actual Result:

The sign is placed down just like any sign with the text UI coming up prompting you to type something on the sign.
