Zombie horses are checking for both animal spawning conditions:
.is(BlockTags.ANIMALS_SPAWNABLE_ON)as well as monster spawning conditions simultaneously:
.getDifficulty() != Difficulty.PEACEFUL
where as skeleton horses check for their own spawn conditions following purely animal rules and omit the block tag requirement only checking for light levels. Nautilus (both undead & alive use the same method) follow their own spawning conditions, checking for Y level and blocks that either have the fluidtag of “water” or if the block is water
The classes for all undead tamable mobs is included in the animals package and thus do not inherit properties from hostile enemies despite that.
Undead mounts all use the same AI as their non-undead counterparts but are controlled by jockey’s naturally: similar to chickens. They can all spawn and remain within the world in peaceful mode however do not spawn naturally without a jockey. Parrots can also imitate the happy ghast.

This is untrue, in both untamed and tamed Zombie & Skeleton horses are both “creatures” in the games code.
Skeleton horses & Zombie horses also spawn naturally with set speeds only randomising jump strength and Skeleton horses. Donkey’s and Mules only randomise health. This is an intended behaviour.
Allocate more ram to the instance
Minecraft Launcher > Installations > Edit Profile > More Options > In where it says "-Xmx2G -XX:+Unlock" change the ‘2' to the amount of GB of RAM you want to allocate.
I suggest not allocating more than half or more of your system’s memory

I’m unable to replicate the issue with mobs despawning or the redstone issue, can you describe the steps to reproduce and/or upload a video recording of the issue with the debug overlay (F3) enabled and showing the game version and system specs. You can record your screen using:

Third-party software such as OBS
The recommendation is also that you trim, convert and/or reduce the quality of your recording so that it is under 10MB, as this will make the upload much quicker.
