Possible related to MC-302469 in previous versions i can use a creeper with negative radius for make the explosion not break blocks but still apply velocity to the player, since the fix now that not works making any explosion with negative radius no longer make any to the entity.
Steps to Reproduce:
Run
summon creeper ~ ~ ~ {ExplosionRadius:-1b,Fuse:0}
Expected behavior
The player is moved by the explosion
Actual behavior
The player is not longer moved by the explosion

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

If Mojang wishes to retain support for non-damaging explosions of this type (and I think that would be nice to have) then it would probably make sense to give all explosive entities boolean fields for damaging entities, knocking entities back, destroying blocks, and activating certain redstone blocks with gamerules controlling the defaults per-entity.
