The killed_by_arrow trigger can't detect ender dragons as victims

Can confirm, but deleted upload since it showed a modded game.

To reproduce

1. Fly into an open area in creative mode

2. /summon [mob] ~ ~ ~ {Health:1,NoAI:1b} 4 times, each time with a different mob type, so that they are all in a line

3. Fly a short distance past the end of the line

4. /tick freeze

5. /summon ender_dragon ~ ~ ~ {Health:1}

6. /tick step

7. /data modify entity @n[type=minecraft:ender_dragon] NoAI set value 1b

8. /give @s crossbow[enchantments={"piercing":4},charged_projectiles=[{id:"arrow"}]]

9. Kill all 5 mobs with the same arrow from the crossbow

Arbalistic checks for 5 unique mobs, so make sure to test with that instead of 4 cows and 1 ender dragon
