Two pieces of short grass can Z-fight with each other

The short grass have Z-fighting sometimes.

Step to reproduce:

1. In version 1.21.11 rc2, load up the seed -6873925601046689453.

2. Then go to -162 68 160.

3. And you should find two short grass blocks which have the Z-fighting problem.

Expected result: No Z-fighting would occur.

Actual result: The two short grass blocks have Z-fighting problem.
