Wind charges thrown while standing on top of a happy ghast launch the player higher than wind charges thrown while standing on normal ground

Steps to Reproduce:

1. Throw a Wind Charge at your feet on a regular solid surface

2. Stand on top of a Happy Ghast then throw a Wind Charge at your feet

Observed Results:  

Player receives the Advancement ‘Who Needs Rockets?’ when using Wind Charges to launch from the Happy Ghast but not from a regular solid surface, indicating that the player has been sent higher on the Happy Ghast.

Expected Results:  

Player is launched the same height from all surfaces that don’t inhibit the player’s movement in any way.
