F3 debug screen in the pause menu

When the F3 debug screen is open and you press ESC to open the pause menu, the F3 overlay remains visible on top of the menu.

Linked issues

Since snapshot 25w31a (1.21.9), the debug screen is accessible from everywhere in the game. This is intentional.
