Arrows shot by the player do not activate wind charges in certain configurations

In certain edge cases, arrows that are shot by the player do not activate wind charges as they do in previous versions.

Steps to reproduce:

1. Build the setup shown in the included image

2. Add the following command to the command block:

   summon minecraft:wind_charge ~ ~1.25 ~

3. Use a bow to shoot an arrow into the middle of the top surface of the trapdoor.

4. Right click the noteblock.

❌ In 1.21.11 the wind charge does nothing.

✔ In all prior versions the wind charge is activated by the arrow.
