Resource Packs are incorrectly labelled as "Broken or incompatible" when the old pack.mcmeta format is used with 'pack_format' being set to the most recent version, despite the Resource Pack working exactly as it should.

Steps to Reproduce:

  1. Put any Resource Pack made for a full version prior to 1.21.9 in your 'resourcepacks' folder

  2. Change the value of ‘pack_format’ in 'pack.mcmeta' to 75 then save

  3. Open the Resource Pack selection screen in-game

Observed Results:  

Resource Pack is labelled as “Broken or incompatible”

Expected Results:  

Resource Pack isn’t labelled at all, or is labelled as something that more appropriately describes the error such as “Potentially broken or incompatible”

After consideration, the issue is being closed as Working as Intended.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

I understand having a warning for invalid formatting, but this warning is false in several cases as the resource pack isn't broken or incompatible.

It works exactly correctly so the warning is inaccurate and should instead be something claiming it is a possibility it doesn't work, not outright denying any possibility that it could work.
