Most likely you didn’t hear the creeper because at least one of the following was true:
Your computer volume was too low
Your Hostile Mobs volume was too low
The creeper exploded almost immediately after a fall, without hissing (see https://minecraft.wiki/w/Creeper#Behavior)
You just didn’t notice the sound because too many other sounds were playing
Regardless, there is not enough information in this report for anyone to reasonably determine that there is a problem with Minecraft, so I will resolve this as Incomplete.
