my hotbar the one with the 9 items showing keeps scrolling its not my mouse , keyboard, and computer its minecraft itsself i tried on singleplayer and multiplayer and it keeps doing it

This seems like MC-267014 combined with some undesired side-scroll input on your machine. Do you notice side-scrolling elsewhere on your machine, for example in your browser's URL bar after you enter more characters than can be visible at one time and then side-scroll back to the start of what you typed?
not in my game though
