Camel husks still panic when hit, unlike zombie and skeleton horses

As of the latest snapshot, 26. 1 Snapshot 2, zombie and skeleton horses no longer panic when hit, camel husks however, still panic, unlike in Bedrock Edition as well.

Steps to reproduce the issue:

• Hurt a camel husk.

Expected result:

• It should not panic.

Actual result:

• It does panic
