Difficulty setting in world options look like it is available for non-operator players on dedicated servers

Steps to reproduce:

1. Be on a dedicated server with no operator permissions

2. Go to the new world options screen

3. Try to change or lock the difficulty

Expected result:

The difficulty button (or the whole world options screen) would be inaccessable for non-operator players.

Actual result:

It seems like you would be able to change or lock the difficulty on the server. The attempt to change the difficulty can also be seen in the server logs.
