I found this bug while trying to test if ender pearl clutching works.
How to reproduce the bug:
Do /tp ~ 3000 ~ to teleport high up
Set game mode to Survival and wait until the player falls at terminal velocity (it should work once the player falls about 600 blocks)
Try to use an Ender Pearl
Expected result: The pearl flies down and saves the player from fall damage if it lands somewhere
Actual result: The pearl instead hits the player right after being thrown and does damage

It only happens when I fall at terminal velocity, I tried reproducing the bug while having fallen about 150 blocks and the pearl was fine, so I guess you can say that MC-181884 describes it pretty closely.
Does something like MC-181884 describe your issue? MC-184571 is marked as a duplicate of the other issue, but describes your issue very closely.
