Spear Right-Click Interaction Prevents Item Frame Placement at Close Range

When standing close to an item frame between 0 and ~1,5 blocks of distance you can't put spears into the item frame. You need to have a distance of a bit more than 1.5 blocks away from the item frame. In any other case the right click interaction of the spear takes over.

Steps to reproduce:

1. Place an item frame on the floor or the wall

2. Try to place a spear into the item frame when standing close to it

3. Observe that the spear lowers itself but doesn't go into the item frame

4. Step back and see that now it goes in the item frame

This is especially noticeable when in small rooms where it is nearly impossible without tearing the room apart to get the spear into the item frame. You would normally expect the opposite: that when standing close to the item frame and directly looking at it that the spear goes into the item frame, not that there is a minimum and a maximum distance you need to keep.
