[MC-30581] Enchantment table using xp but items getting no enchament.

Trying to enchant a Diamond Pick Axe at lvl 7 and an Iron Sword at lvl 5 or 6, xp was consumed but no enchantment was given to the items. Enchantment table was used with no bookshelves present. Weapons also have the glowing enchanted effect.

Duplicate of MC-29462, please use the search function to see if your bug has already been submitted. Currently over 57% of tickets are being resolved as duplicate.
