Steps to reduce:
Enter /attribute <Player> minecraft:max_health base set 100000000000000000000000000000000000000000000
Enter /attribute <Player> minecraft:max_absoruption base set 100000000000000000000000000000000000000000000,
Give <Player> Absoruption, regeneraiton and health boost
Switch to survival gamemode
You now have a ton of hearts
Take the effects off with /effect clear <Player>
Set <Player>'s max_absoruption to 0.0 and max_health value to 2.0
Expected Result: <Player> will have just 10 hearts
Actual Result <Player>'s doen’t go back to 10

I wasn’t able to reproduce this in 1.21.11
One thing I noticed with this report is that at the end it says set the max health value to 2.0. Max health is measured in half hearts. Setting it to 2.0, as described, gives a result of 1 heart, not 10. This is the expected result.
Assuming you made a typo, I tried the same steps but set max_health back to 20.0 at the end instead, and in that case the player’s health returned to 10 hearts as expected.
If I am misunderstanding the report please let me know.
