Sprint swimming doesn't always put the player above water

Pressing control and W while looking slightly up in water doesn't put the player above the water. The player drowns. This is fine in Bedrock Edition.

This bug makes swimming on top of water in Java Edition much more fun. I would much rather have this remain a feature as for one: you can press space instead of just looking up + control + W to rise above the water if you so choose. Secondly, it means that if you want to swim on the surface of water without drowning, you can:
Enter the swimming state by sprinting underwater
Swim close to the surface and tap space to stay in the swimming state but allow the character to breath.
Now you can look around without having to focus on keeping your cursor on the horizon to accidentally surface and exit the (faster) swimming state.
