Skeleton horses with skeletons can spawn when /gamerule spawn_monsters is false

Make a superflat world, I’d recommend one without grass blocks for no overhead from passive mobs. Use these commands:

/gamerule spawn_monsters false
/tick rate 9999
/weather thunder

And you’ll notice a skeleton horse trap spawning pretty quickly.
