[MC-306432] While holding any fence and trying to connect 2 leads to a placed fence, held fence gets removed from inventory

Expected result

Fence isn't placed or removed from inventory

Actual Result

Fence is removed from inventory and briefly places then removes fence

Environment

It only works in survival mode and only works with 2 or more leads
