I cannot Set any time of day

Are you using Lunar Client? I see that you have it open in the video.
-If you are using Lunar then you are using mods and they don’t accept reports with mods.

However, if you are using Lunar this could be the time changer mod.
-If it’s not that and you are using Lunar I would recommend trying to reproduce this in a vanilla instance of the game and if you can then you should attach the world in your response.

If you aren’t using Lunar you should attach the world in your response as well.

Could not reproduce in 1.21.11 or 26.1-snapshot-7

also im using regular minecraft btw

This seems to be a datapack conflict, please try disabling the datapack.
