Ok, here's the thing
if you right-click with a sugar cane in hand on a dirt, sand, etc. block that is covered with water, whether one, two, or more blocks below the water, the sugar cane plants as if nothing happened. The same condition applies that it needs to have a water block nearby, and it grows normally.
This seems to be a bug since the sugar cane block cannot be waterlogged. And honestly, why would you want to plant sugar cane underwater?.
To replicate the bug, just try planting sugar cane in a river; it doesn’t only happen in rivers, but that’s the easiest way to replicate it.
I have no idea why this is in the game or why nobody noticed that the bug exists. It’s not really annoying or game-breaking, but it’s weird, maybe technical limitations?
Note: I have been noticing the bug since version 1.20, but I have no idea if it has been present in older versions
