Basalt generation (farms, etc) fail to work

Did you use soul soil below where the lava flows?

However, this issue is Working As Intended.

• To create Basalt there needs to be Soul Soil placed underneath the Lava and Blue Ice.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.
