Currently, users trying to navigate villager trades are not able to ‘scroll’ down using the keyboard, as per the ‘Accessibility Setting for Minecraft: Java Edition website’
While in the trade UI, the ‘Up’ and ‘Down’ Arrows allow the user to access the 7 displayed trades, but do not allow the player to advance to any trades that appear later in the list.
As well, use of ‘Tab’ cycles through, form top to bottom, the 7 visible trades, but does not allow the player to advance to any trades that appear later in the list. The use of ‘Shift’+'Tab' cycles through from bottom to top, but still doesn’t advance to any of the trades not currently visible.
A mouse is required to click and drag in order to advance the list past the initial 7 displayed trades, to the end, and then return back to the start.

I disagree.
As shown in the 2nd image the Accessibility Setting for Minecraft: Java Edition website states:
Accessible Keyboard Menu navigation
Minecraft includes the ability to use a keyboard to navigate in-game menus
The video shows, that the menu for trades, is open while in game, and is unable to be navigated as stated in the Accessibility Settings for Minecraft: Java Edition website.
If the Villager Trade Menu is not a menu, what is it internally referred to as?
