The Bug
I completed a bubble elevator column that passes through a Lush Cave. The bubble column is from y = -56 to y = 63 and is controlled by red stone so you can go to different floors using lecterns and note blocks (e.g. video). I can understand the chance of fish spawning when the column changes and water sources reconnect, however I don’t know why fish would continue to spawn while the elevator is a complete bubble column and not being interacted with.
Reproduce
Locate a Lush Cave biome
Make a bubble column using soul sand and complete the column using waterlogged stairs
Wait for fish
Current Result
Tropical fish spawn in bubble column
Expected Result
Tropical fish don’t spawn in the bubble column

Your game seems to be modified based on the attached screenshots, please note that modified versions are not supported here. Additionally, this seems to describe the same issue as MC-244683 which has been fixed.
Hello, I recreated the issue for your team in a vanilla 1.21.11 single player.
Screenshots from the initial submission were from a fabric server, running vanilla-like with simple voice chat and a few data packs.
The screenshots below are a vanilla only recreation with no mods enabled.
The similar issue (MC-244683) does not feel 100% resolved.
