[MC-306876] Rotting Flesh does not drain hunger if hunger bar is not full after eating

Rotting Flesh does not drain hunger if hunger bar is not full after eating.

If I get Rotting Flesh and eat it, If immediately after eating my hunger bar is not full then my hunger bar is not drained.

For example, If I am 6 hunger points (3 ham bars) from full hunger bar and eat rotting Flesh, it will not drain my hunger bar.

I expect that the hunger bar will be drained no matter what hunger I am on.
