The dedicated server saves all chunks immediately after startup.

I'm not sure if this works as expected, but I believe not, since I didn't see anything about it in the 26.1 update changes and it seems unnecessary.

In 1.21.11, this message is usually seen when the server shuts down or we use /save-all; in other cases, it is scheduled periodically and is silent (not printed to the console).
