Attempting to place a block above or below the world that couldn't normally get placed still gives an error message

Normally when you attempt to place a block above or below the world, the messages “Height limit for building is 319” or "Minimum height for building is -64” get displayed.

However, there are blocks which you cannot place on the top or bottom of other blocks. For example, a sapling above stone or carpet below a block. Attempting to place either when at both height limits still displays their respective error messages.

Reproduction Steps (below y -64):

  1. Go to y -64 and break through the bedrock

  2. While below the world, attempt to place a carpet below the bottom bedrock layer

Expected result: No error message, as no carpet would have normally (> y -64) been placed like this.

Actual result: The error message is displayed.

Reproduction Steps (above y 319):

  1. Place a stone block at y 319

  2. Attempt to place a sapling on top of it

Expected result: No error message, as a sapling cannot be placed on stone.

Actual result: The error message is displayed.
