Drowned nautilus jockeys can't spawn with reinforcement spawning

While normal drowneds are able to spawn because of the reinforcement mechanics, drowned nautilus jockeys can’t, no matter the biome.
They should be able to, just like chicken jockeys, spawn everywhere as long as the reinforcement mechanic allows them to. For example, they should be able to spawn in The End dimension when the requirements of reinforcement spawning are met.
