I'm in a Taiga biome at y level 63 where there is an ice pond that was generated in the world prior to the latest patch. I used to be able to farm Ice from this location, but now the water isn't refreezing into ice. I waited in the area for 2 whole game days to see if it was just slower than normal, but it's still water.
I tested this by breaking a hole in the middle so that it's surrounded by ice on all sides. Also by putting a block of ice next to the shore line to see if it would spread. No luck on either.

Not sure on freezing water per the y level. thought it was only that it'll snow at certain y levels. It'd make sense though that if it snows, it should freeze water at that y level too.
Also the snow (y level) item is biome depenedant as well. Certain biomes will snow at a lower y then others (except deserts)
That's caused by the global warming.... SCNR
The freezing of water below open sky is coupled on the precipitation of snow and thus coupled on the Y coordinate.
See attachment, biome there is Extreme Hills + (that two 1 x 3 ponds were created with water, the upper pond is frozen over.)
this is where the biomes changing to classified hot, warm, or cold. Maybe the last patch shifted the pond out of a cold classification.
