For some reason,the redstone dust and the redstone torch were keep flashing continuously.

This is not a bug, but an intended feature.
When you place the block above the torch, the power goes through it and powers the dust. The torch responds to the powered dust and turns off. This creates a cycle because now the torch with power back on. The cycle will happen 8 times before the torch burns out.
If you do not intend for this to happen, be careful about how your redstone dust and torch are connected to each other.
