loader_get_json: Failed to open JSON file / Reading files outside of scope

When launching the game the output log throws errors “loader_get_json: Failed to open JSON file…” in my case, it attempts to read a file here “C:\Program Files\Rockstar Games\Social Club\SocialClubVulkanLayer.json“
