Overworld World Clock is used for every world and cant be overridden.

You can make a datapack that changes the worlds world clock, but the world will still use the default overworld clock.

I have supplied you with the datapack so you can test yourself.

You can use /time set day or /time set night and see it changes the world clock correctly. But its not tied to the actual game time of that world.
