Villager spinns head around because it is trying to decide where to go

I saw an unemployed villager near a farm spinning it’s head. I thought it was deciding where to go. I tried to come closer but he just pushed me of the cliff. The villager looked very confused so i thought this was a problem. I have no idea how to reproduce this bug, and i did not manage to make a screenshot. I think the villager was trying to safely find a path down but it could not find any path to get down the cliff.
