Deoxidizing waxed copper blocks now takes priority over scraping off the wax

This behavior was introduced in 26.2-snapshot-3.

The bug

When using an axe on a waxed copper block, the game prioritizes deoxidizing over scraping off the wax.

Two videos are attached for a better understanding of the issue. Everything was done on vanilla instances.

Steps to reproduce

1. Place a waxed copper block that has experienced oxidization (exposed or higher).

2. Use an axe on it multiple times.

Observed behavior

A stage of oxidization will be removed until the block is not oxidized at all, at which point the wax will be scraped off.

Expected behavior

The wax would be scraped off first, then a stage of oxidization, as was the case in previous versions.
