Hoeing dirt while on it can cause building height limit to pop up

When I was hoeing some dirt paths a height limit 319 pop up appeared, to recreate this hoe some dirt paths and maybe get it so the farmland turns to dirt while your hoeing it? I’ve got a video of it happening so hopefully that will be enough. The expected result was for it to not appear at all. This has happened to me 3 times in total.
