After placing blocks during lag, the blocks are removed and the height limit message is shown.
Steps to Reproduce the issue:
Get a diamond pickaxe and blocks
Switch to survival mode
Create a source of lag (Spawn about 2000 creepers)
Start mining a tunnel and place blocks behind
When the server catches up, the blocks are reset and the build limit message appears
Expected Result:
The build limit message would not appear
Actual result:
The build limit message is displayed, even with blocks placed at deepslate level, in a normal overworld.

This happened to me, but in a different way, when I was throwing Ender pearls: Apparently, I interacted with two blocks at the same time.

It was on singleplayer not open to LAN.
I encountered this false warning while taming a zombie horse.
The message "Height limit for building is 319" appears during repeated mount-and-get-thrown-off attempts for taming.
I found a zombie riding a zombie horse during a thunderstorm. The zombie was wearing a full set of leather armor.
I killed the zombie rider first, then tried to tame the zombie horse.
The false warning message "Height limit for building is 319" kept popping up when I mounted it and got thrown off while taming.
The bug is probably in net.minecraft.server.network.ServerGamePacketListenerImpl#handleUseItemOn
