Height limit message is shown when lagged blocks are removed.

After placing blocks during lag, the blocks are removed and the height limit message is shown.

Steps to Reproduce the issue:

1. Get a diamond pickaxe and blocks

2. Switch to survival mode

3. Create a source of lag (Spawn about 2000 creepers)

4. Start mining a tunnel and place blocks behind

• When the server catches up, the blocks are reset and the build limit message appears

Expected Result:

The build limit message would not appear

Actual result:

The build limit message is displayed, even with blocks placed at deepslate level, in a normal overworld.
