Quick double right-click with Eye of Ender on empty End Portal Frame triggers height-limit message

Short description of the issue

Right-clicking an empty End Portal Frame twice quickly while holding an Eye of Ender and standing directly on top of the frame incorrectly displays the message “The height limit for building is 319”. The Eye of Ender is still inserted successfully.

Steps to reproduce the issue

1. Enter a world in Creative or Survival mode.

2. Hold an Eye of Ender.

3. Stand directly on top of an empty End Portal Frame.

4. Right-click the End Portal Frame twice quickly, within a few ticks.

5. Observe the Eye of Ender insertion and any message displayed.

Expected result

The Eye of Ender should be inserted into the End Portal Frame, and no height-limit message should be displayed.

Actual result

The Eye of Ender is inserted successfully, but the message “The height limit for building is 319” is incorrectly displayed. This occurs in both Creative and Survival mode. The issue does not occur in 1.21.11, but it occurs in release versions 26.1 through 26.3.
