When placing a Block at the same time while dismounting from an Entity, the Build Height Error message appears and the Block disappears. By right-clicking the slot the block was in a second time, it gets placed.
This happens at every height level and does not require the player to be at Y=319!
Steps to reproduce:
Mount an Entity and hold a Block in your Hand
Dismount and place the block at the same time
The Build Height error should appear and the block disappear
