Ladders placed above non-full blocks are unable to be climbed when walking into them

If a ladder is placed above a non-full block such as farmland, a dirt path, honey block, mud, or soul sand, you are unable to climb the ladder just by walking into it.

Steps to reproduce:

1: Place a ladder down on a block

2: Below the ladder, place any non-full block such as farmland or a dirt path

3: Attempt to walk into the ladder while facing it in order to climb up the ladder

Expected result: You will climb up and ascend the ladder

Actual result: You are unable to climb the ladder unless you jump

Note: This also applies to any block that doesn’t have the height of a regular solid block such as dirt, not just the example blocks mentioned
