Description
Blocks that normally drop XP (e.g., ores) detonated by a TNT minecart do not drop XP, which is inconsistent with how regular TNT drops XP when it destroys them.
Steps to repoduce
Shoot the TNT minecart and TNT around these blocks with a flame bow.
Expected result
Blocks destroyed by both should drop experience orbs.
Actual result
Only blocks destroyed by regular TNT drop XP.

also why doesnt tnt minecart have an Owner tag when I use /data get entity @n[type=tnt_minecart] while reuglar TNT does return data with Owner tag when its ingited by player(or etc)
MC-250965 is about ores and sculk blocks not dropping XP unless TNT was lit by player, but this issue is different because TNT minecarts ignited by a player do not drop any XP.
https://report.bugs.mojang.com/browse/MC-257236 is about kill credit, and the TNT minecart kill credit issue has been resolved. However, this is a different issue, as it's about ores and similar blocks not dropping XP.
Seems MC-257256 was not fixed but still, its different issue.

That happens because TNT minecarts don’t provide any 'kill credit', causing sculk blocks to not drop experience when they are blown up by them. Sculk blocks themselves are working as intended in this case, as they only drop experience when being destroyed by a player.
