Bone meal cannot be used on dry grass with a block directly above it

When bonemeal is used on tall dry grass that does not have air directly above it, the bonemeal is not used, and a short dry grass is not created on an adjacent valid block. Short dry grass does not grow when bonemealed if there is a block directly above it.

Steps to reproduce:

• In Java version 26.1 or later, place a tall dry grass on a valid block and ensure it has adjacent blocks to spawn short dry grass on.

• Place any block directly above the tall dry grass.

• Use bonemeal on the tall dry grass.

Expected result:

• Bonemeal is consumed, and short dry grass spawns adjacent to tall dry grass on valid block

Actual result:

• Bonemeal cannot be used, and short dry grass does not spawn.
