When I try to add Friends over the friendslist the message. “Failed to perform this friend action. It may be due to the account’s privacy seting“. When I check those Privacy setting It is all “Zugelassen“ (german word for enabled)

That's just the standard error message that appears when friend requests don't go through. In that case, it's probably just due to the settings of the player you're trying to add.
