As said in the title, users with a child account cannot add friends in the friends list even though this is not restricted through the user's privacy settings.

I assume you only have Others can send you friend requests set to Allow in the Privacy settings of the child account.
There is another setting under Xbox and Windows 10 devices Online Safety that’s called You can add friends and follow others that also needs to be set to Allow for the child account to be able to send friend requests.
Could you please change that setting and try again? Or, if both settings are already set to Allow and you still get the issue, send us a reply here confirming that you can still reproduce it even with the correct settings.
