When VSync is enabled and the framerate limit is greater than what the display supports, pressing and holding a key doesn’t repeat it

When v-sync is enabled and the set max framerate is greater than what the display supports (for instance, max framerate at 150fps while the display is at 144Hz), pressing and holding a key doesn’t repeat it.

Steps to reproduce

  1. In the game graphic options, enable v-sync, set the max framerate to a value greater than the display framerate

  2. Create a new world

  3. Wait for the initial generation to finish (chunk generation actually batch triggers key repeats that happened during the generation)

  4. Open the chat

  5. Hold a key

Expected result

The character is repeated in the chat until the key is released.

Actual result

The character is only printed once.

It affects: writing in chat, throwing items with Q, writing in a book

Hello,

Please find below the requested video, first demonstrating the repeating character when the max framerate it below the display framerate, then the character not being repeated while holding the key when the max framerate is above the display framerate.

Note that this happens under Linux/Wayland (with the `-DMC_DEBUG_PREFER_WAYLAND` flag), not on Linux/X11 nor Windows.
