GlCommandEncoder.awaitSubmit() passes timeoutMs directly to GlStateManager._glClientWaitSync(), which forwards it to GL33C.glClientWaitSync(). Per the OpenGL spec, this function expects its timeout in nanoseconds. The Vulkan equivalent vkWaitSemaphores is called correctly in VulkanCommandEncoder with timeoutMs * 1_000_000L.
Currently harmless in vanilla since MappableRingBuffer passes Long.MAX_VALUE and StagedVertexBuffer passes 0, but any mod or future code relying on a real timeout via GpuFence.awaitCompletion() will see spurious timeouts on the OpenGL backend.
